Rule 14.1 - ID: layouts_GEN1
Description
The format for saying something that is laid out like a table, is to use the beginning and ending layout indicator surrounding the layout, and then reading the cells for left to right, saying the row indicators at the beginning of each row and the column or cell indicator at each cell.

Note: Another way to say this particular example (and perhaps more preferred), is to use the stacked mechanism, where H2 is being modified by the word hydrogen.
Rule 14.2 - ID: layouts_BORD1
Description
How to say the borders of a layout has not been decided. One important case is when there is a single horizontal border - as in long addition, although it may be that a particular cell has a border below and a border to the right. We welcome your suggestions.
Rule 14.3 - ID: layouts_SYM1
Description
An enlarged grouping symbol to the left side of a layout is spoken after the beginning layout indicator with the reserved word "enlarged" in front. An enlarged grouping symbol to the right side of a layout is spoken before the end layout indicator with the same reserved word in front of the symbol.

The word "blank" must be spoken when a cell contains no content.
